Who can create custom templates like “Custom HTML” or “Custom JS Function”?

To create tags, triggers, and variables that run custom JavaScript on your website, you need TagManager write capability, or be an admin or superuser.

Users with write capability can view versions and edit a version to see its changes, but they cannot update the version.
